Call for expressions of interest – Communications officer

The ECA is recruiting a member of contract staff (Function Group IV) in the Directorate of the Presidency (DOP). The role of the DOP is to help the President execute the ECA’s mission. It has direct responsibilities in the areas of strategy, communications, institutional relations, publications, liaison, protocol and visits. Our aim is to be dynamic, open and professional in disseminating ECA-related information, optimising the work of the institution and ensuring an effective participation in the professional public audit community.

The DOP Communications team is responsible for internal and external communications, informing stakeholders about our activities, work and output through online, offline and social media channels.
The basic monthly salary for Function Group IV, grade 13, step 1, is currently € 3 246.70, which is subject to EU tax and exempt from national tax. In addition, staff members are eligible for certain allowances under the conditions laid down in the conditions of employment of the other servants of the European Union (hereafter CEOS). EU institutions have their own pension and health systems for which contributions are deducted from the salary at source. Staff members’ children can benefit from free enrolment at the European School.

The person recruited will be expected to contribute to:
– development and monitoring of the ECA’s online communications strategies and activities;
– management of the ECA’s internet and intranet sites, including preparation of web content, management of web developments in collaboration with IT, monitoring of website usage and dealing with requests from other internal services;
– management of the ECA’s social media platforms (LinkedIn, Facebook and YouTube) and our institution’s Twitter profile;
– development and implementation of the ECA’s e-publishing policy;
– ad hoc communications project, such as online marketing campaigns, social media promotions etc.; and
preparation of audio-visual material.

WHAT WE ARE LOOKING FOR
On the deadline for application, the successful candidate will have:
1. Qualifications
In accordance with Article 10 of the CEOS:
– a level of education corresponding to a completed course of university studies leading to a degree, where the normal period of study is four years or more; or
– a level of education corresponding to a completed course of university studies leading to a degree, where the normal period of study is no less than three years, and at least one year of relevant professional experience; or
– where justified in the interests of the service, an equivalent level of professional training.
The degree will preferably be in the fields of communication, public relations, journalism or advertising.
2. Professional experience
At least three years of professional experience (acquired after the qualifications defined above) in journalism, communications, public relations or related field – ideally in an international environment – with proven skills in, and/or good knowledge of:
– management of web developments and web-based communications;
– communicating with different public audiences, including through social media;
– oral and written communication techniques and practice, including web copywriting;
– online communication tools and processes (content management systems, analytics tools, etc.) and social networks. Knowledge of SharePoint CMS and PIWIK analytics tools would be an advantage;
– web usability and accessibility rules;
– the EU institutions, and the political framework in which they operate; and
– the ECA’s mission and activities.
3. Specific skills

4. Language knowledge

Background

The Overall Objective of the project is to support the reconciliation process and to increase the trust between the Greek Cypriot and Turkish Cypriot communities through the implementation of confidence building measures agreed by the Technical Committee on Crossings (TCC). UNDP has been entrusted by the two communities and the EC to carry out the designs and the improvement & upgrade works for the roads that will be leading to the opening of the crossing points in Derineia/Derinya and Lefka/Lefke-Apliki/Apliç. Designs have been completed and a procurement process is undergoing for the improvement & upgrade of the above road sections. The UNDP seeks to contract one Contract Engineer for bothroad sections.

Duties and Responsibilities

Under the overall supervision and directly reporting to the UNDP Partnership for the Future Programme Manager/Employer Representative and the direct supervision of the Senior Technical officer, he/she shall be the ‘Engineer of the contract’ as per the duties and responsibilities of the UNDP General Conditions of Contract for Civil Works as stipulated in Clause 5 as follows;
The Engineer shall provide administration of Contract as provided in the Contract Documents. In particular, he shall perform the functions hereinafter described;
The Engineer shall be the Employer’s representative vis-à-vis the Contractor during construction and until final payment is due. The Engineer shall advise and consult with the Employer. The Employer’s instructions to the Contractor shall be forwarded through the Engineer. The Engineer shall have authority to act on behalf of the Employer only to the extent provided in the Contract Documents as they may be amended in writing in accordance with the Contract;
The duties, responsibilities and limitations of authority of the Engineer as the Employer’s representative during construction as set forth in the Contract shall not be modified or extended without the written consent of the Employer, the Contractor and the Engineer;
The Engineer shall visit the Site at intervals appropriate to the stage of construction to familiarize himself generally with the progress and quality of the Works and to determine in general if the Works are proceeding in accordance with the Contract Documents. On the basis of his on-site observations as an Engineer, he shall keep the Employer informed of the progress of the Works;
The Engineer shall not be responsible for and will not have control or charge of construction means, methods, techniques, sequences or procedures, or for safety precautions and programs in connection with the Works or the Temporary Works. The Engineer shall not be responsible for or have control or charge over the acts or omissions of the Contractor (including the Contractor’s failure to carry out the Works in accordance with the Contract) and of Sub-contractors or any of their agents or employees, or any other persons performing services for the Works, except if such acts or omissions are caused by the Engineer’s failure to perform his functions in accordance with the contract between the Employer and the Engineer;
The Engineer shall at all times have access to the Works wherever and whether in preparation or progress. The Contractor shall provide facilities for such access so that the Engineer may perform his functions under the Contract;
Based on the Engineer’s observations and an evaluation of the documentation submitted by the Contractor together with the invoices, the Engineer shall determine the amounts owed to the Contractor and shall issue Certificates for Payment as appropriate;
The Engineer shall review and approve or take other appropriate action upon the Contractor’s submittals such as Shop Drawings, Product Data and Samples, but only for conformity with the design concept of the Works and with the provisions of the Contract Documents. Such action shall be taken with reasonable promptness so as to cause no delay. The Engineer’s approval of a specific item shall not indicate approval of an assembly of which the item is a component;
The Engineer shall interpret the requirements of the Contract Documents and judge the performance thereunder by the Contractor. All interpretations and orders of the Engineer shall be consistent with the intent of and reasonably inferable from the Contract Documents and shall be in writing or in the form of drawings. Either party may make a written request to the Engineer for such interpretation. The Engineer shall render the interpretation necessary for the proper execution of the Works with reasonable promptness and in accordance with any time limit agreed upon. Any claim or dispute arising from the interpretation of the Contract Documents by the Engineer or relating to the execution or progress of the Works shall be settled as provided in Clause 71 of these General Conditions;
Except as otherwise provided in the Contract, the Engineer shall have no authority to relieve the Contractor of any of his obligations under the Contract nor to order any work involving delay in completion of the Works or any extra payment to the Contractor by the Employer, or to make any variations to the Works;
In the event of termination of the employment of the Engineer, the Employer shall appoint another suitable professional to perform the Engineer’s duties;
The Engineer shall have authority to reject work which does not conform to the Contract Documents. Whenever, in his opinion, he considers it necessary or advisable for the implementation of the intent of the Contract Documents, he will have authority to require special inspection or testing of the work whether or not such work be then fabricated, installed or completed. However, neither the Engineer’s authority to act nor any reasonable decision made by him in good faith either to exercise or not to exercise such authority shall give rise to any duty or responsibility of the Engineer to the Contractor, any subcontractor, any of their agents or employees, or any other person performing services for the Works;
The Engineer shall conduct inspections to determine the dates of Substantial Completion and Final Completion, shall receive and forward to the Employer for the Employer’s review written warranties and related documents required by the Contract and assembled by the Contractor, and shall issue a final Certificate for Payment upon compliance with the requirements of Clause 47 hereof and in accordance with the Contract;
If the Employer and Engineer so agree, the Engineer shall provide one or more Engineer’s Representative(s) to assist the Engineer in carrying out his responsibilities at the site. The Engineer shall notify in writing to the Contractor and the Employer the duties, responsibilities and limitations of authority of any such Engineer’s Representative(s).
Deliverables:
The Engineer shall submit a monthly report to the Programme Manager and other report required for the implementation of the works. The format and content will be given. Narrative parts of the reports must be written in good English and must be proof-read before submission.

Education:

Financial Proposal:
Financial proposal will specify the daily fee in EUR per working day and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable;
A day will be calculated as 8 hours worked;
A day will be prorated with hours worked;

Evaluation / Selection Process:

Traineeships at the Court of Auditors

The European Court of Auditors organises three traineeship sessions per year in areas of interest to its work.
Traineeships are granted for 3, 4 or 5 months maximum. They may be remunerated (1120 €/month) or non-remunerated depending on the budgetary appropriations available.

The 3 sessions are organised each year starting on:

– 1st February,
– 1st May,
– 1st September.

Eligible applicants must:
– be a national of one of the Member States of the European Union, except where a derogation has been granted by the appointing authority;
– hold a recognised university-level diploma giving access to the AD function group, as defined in the Staff Regulations of Officials of the European Union, or

Traineeship at the European Medicines Agency

The European Medicines Agency organises traineeships for university graduates.
The programme aims to give trainees an understanding of the Agency and its role within the activities of the European Union. It also enables them to acquire practical knowledge in one of the EMEA’s Units and to obtain professional experience in the course of their work.
The training period lasts for a maximum of twelve months (two consecutive six-month contracts).
There are two possible traineeship intakes per year, starting on 1 October and 1 April.

Training grant: The Agency pays a maintenance grant of 1350 GBP net per month and pays a travel allowance.

Who is eligible:
•The programme is addressed to university graduates (minimum Bachelor level).
•A good command of English and one or more other official Community languages is required.
•Successful candidates should have a background relating to the activities of the EMEA, i.e. pharmacy, medicine, life sciences, healthcare, chemistry or information technologies. Recently qualified lawyers with an interest in pharmaceutical regulatory affairs and recently qualified candidates with an interest in human resources / budget / accounts are welcomed as well.

Working Conditions
• Basic Salary – Engaged nurses will be placed in Scale 10 (starting approx. €17,631 annually with
annual increments) excluding allowances and bonus as per 2.2, and without any National
Insurance and Tax deductions.
• The following are the allowances and bonuses which the nurse will be entitled to. These are
taxable.
• Sundays & 46 Hr Week: If working with a roster including Sundays and 46.66 hours
per week special allowance will be granted. These are generally paid on a basis of one
third of the basic salary pay (approx €5,600 p.a)
• CPD Allowance: Nurses are entitled for Continuous Professional Allowance (CPD) of
700 Euros a year; (non taxable)
• Nursing Premium: Nurses are also entitled for Nursing Premium of €2977 annually in
working the full roster in wards.
• Public Holidays: The hours worked on a Public Holiday will be paid Triple the basic
rate.
• Bonus: A total of €422 per annum as work income bonus
• The Gross Salary per annum is approximately €30,000 (if working on a full 46.66hr/week roster
in wards).
• Vacation Leave – 192 hours annually if on 40 hours a week or 224 hours annually if you work on
46.66 hour roster
• Sick Leave – 30 days full pay a year subject to presentation of a Medical certificate
• National Insurance Contribution – Nurses would need to pay 1/10 of the basic pay as National
Insurance Nurses that will entitle them to free health service as an EU national. The National
Insurance contribution will also contribute towards Sick leave benefits, old age pension etc
• Taxation would be done on a PAYE (Pay As You Earn) basis and will be deducted from your
salary. The rates are established by the government and may be revised annually. The Tax

• Shift pattern – The roster is generally based on Day, Day, Night, Rest, Off (DDNRO) or DNRO or
Monday to Friday or Monday to Saturday according to the exigencies of the service.
• Overtime – There may be an opportunity to work overtime (although not guaranteed) and paid
at the rate of 1:1.5
• Deployment – Although experience in particular areas would be considered, deployment is
dependent on the exigencies and priorities to fill crucial vacancies.
• Meals – Nurses will be entitled to breakfast, lunch and afternoon tea when on Day duty if
deployed in Hospitals.
• Airfare: The Government may consider paying for one way Air Ticket from the respective
country to Malta and also a €1000 refundable pre payment, which would be paid back in five
equal instalments within the first 5 months of the contract.
Other useful information
Registration with the Council of Nurses and Midwives (Malta): This process is very easy and you just
need to submit the application form, your certificates and other documentation. The fee is 12 Euros and this process would start at the same time that you are offered the job.
