A Bulgarian consulting company is looking for experts in all member states in the field of European Social Fund interventions to build a network in support of the European Defence Agency.

The experts are expected to provide support to the local defence-related institutions and enterprises in the development of project proposals for building of key skills and competences, eligible for ESF financing. Free online course on EU budget and funding for regions and cities

As of 31 October the European Committee of the Regions will offer its second free online course or MOOC (Massive Open Online Course) on ‘EU budget and funding for regions and cities’. Over a six-week period participants will gain insight into how the EU budget is drawn up and spent. They will get a practical overview of EU funding opportunities at regional and local level. The course is open to everybody interested in EU and regional and local affairs, free of charge, online. Studying time is about two hours per week.

Background

The Overall Objective of the project is to support the reconciliation process and to increase the trust between the Greek Cypriot and Turkish Cypriot communities through the implementation of confidence building measures agreed by the Technical Committee on Crossings (TCC). UNDP has been entrusted by the two communities and the EC to carry out the designs and the improvement & upgrade works for the roads that will be leading to the opening of the crossing points in Derineia/Derinya and Lefka/Lefke-Apliki/Apliç. Designs have been completed and a procurement process is undergoing for the improvement & upgrade of the above road sections. The UNDP seeks to contract one Contract Engineer for bothroad sections.

Duties and Responsibilities

Under the overall supervision and directly reporting to the UNDP Partnership for the Future Programme Manager/Employer Representative and the direct supervision of the Senior Technical officer, he/she shall be the ‘Engineer of the contract’ as per the duties and responsibilities of the UNDP General Conditions of Contract for Civil Works as stipulated in Clause 5 as follows;
The Engineer shall provide administration of Contract as provided in the Contract Documents. In particular, he shall perform the functions hereinafter described;
The Engineer shall be the Employer’s representative vis-à-vis the Contractor during construction and until final payment is due. The Engineer shall advise and consult with the Employer. The Employer’s instructions to the Contractor shall be forwarded through the Engineer. The Engineer shall have authority to act on behalf of the Employer only to the extent provided in the Contract Documents as they may be amended in writing in accordance with the Contract;
The duties, responsibilities and limitations of authority of the Engineer as the Employer’s representative during construction as set forth in the Contract shall not be modified or extended without the written consent of the Employer, the Contractor and the Engineer;
The Engineer shall visit the Site at intervals appropriate to the stage of construction to familiarize himself generally with the progress and quality of the Works and to determine in general if the Works are proceeding in accordance with the Contract Documents. On the basis of his on-site observations as an Engineer, he shall keep the Employer informed of the progress of the Works;
The Engineer shall not be responsible for and will not have control or charge of construction means, methods, techniques, sequences or procedures, or for safety precautions and programs in connection with the Works or the Temporary Works. The Engineer shall not be responsible for or have control or charge over the acts or omissions of the Contractor (including the Contractor’s failure to carry out the Works in accordance with the Contract) and of Sub-contractors or any of their agents or employees, or any other persons performing services for the Works, except if such acts or omissions are caused by the Engineer’s failure to perform his functions in accordance with the contract between the Employer and the Engineer;
The Engineer shall at all times have access to the Works wherever and whether in preparation or progress. The Contractor shall provide facilities for such access so that the Engineer may perform his functions under the Contract;
Based on the Engineer’s observations and an evaluation of the documentation submitted by the Contractor together with the invoices, the Engineer shall determine the amounts owed to the Contractor and shall issue Certificates for Payment as appropriate;
The Engineer shall review and approve or take other appropriate action upon the Contractor’s submittals such as Shop Drawings, Product Data and Samples, but only for conformity with the design concept of the Works and with the provisions of the Contract Documents. Such action shall be taken with reasonable promptness so as to cause no delay. The Engineer’s approval of a specific item shall not indicate approval of an assembly of which the item is a component;
The Engineer shall interpret the requirements of the Contract Documents and judge the performance thereunder by the Contractor. All interpretations and orders of the Engineer shall be consistent with the intent of and reasonably inferable from the Contract Documents and shall be in writing or in the form of drawings. Either party may make a written request to the Engineer for such interpretation. The Engineer shall render the interpretation necessary for the proper execution of the Works with reasonable promptness and in accordance with any time limit agreed upon. Any claim or dispute arising from the interpretation of the Contract Documents by the Engineer or relating to the execution or progress of the Works shall be settled as provided in Clause 71 of these General Conditions;
Except as otherwise provided in the Contract, the Engineer shall have no authority to relieve the Contractor of any of his obligations under the Contract nor to order any work involving delay in completion of the Works or any extra payment to the Contractor by the Employer, or to make any variations to the Works;
In the event of termination of the employment of the Engineer, the Employer shall appoint another suitable professional to perform the Engineer’s duties;
The Engineer shall have authority to reject work which does not conform to the Contract Documents. Whenever, in his opinion, he considers it necessary or advisable for the implementation of the intent of the Contract Documents, he will have authority to require special inspection or testing of the work whether or not such work be then fabricated, installed or completed. However, neither the Engineer’s authority to act nor any reasonable decision made by him in good faith either to exercise or not to exercise such authority shall give rise to any duty or responsibility of the Engineer to the Contractor, any subcontractor, any of their agents or employees, or any other person performing services for the Works;
The Engineer shall conduct inspections to determine the dates of Substantial Completion and Final Completion, shall receive and forward to the Employer for the Employer’s review written warranties and related documents required by the Contract and assembled by the Contractor, and shall issue a final Certificate for Payment upon compliance with the requirements of Clause 47 hereof and in accordance with the Contract;
If the Employer and Engineer so agree, the Engineer shall provide one or more Engineer’s Representative(s) to assist the Engineer in carrying out his responsibilities at the site. The Engineer shall notify in writing to the Contractor and the Employer the duties, responsibilities and limitations of authority of any such Engineer’s Representative(s).
Deliverables:
The Engineer shall submit a monthly report to the Programme Manager and other report required for the implementation of the works. The format and content will be given. Narrative parts of the reports must be written in good English and must be proof-read before submission.

Required Skills and Experience

Education:
BSc. degree in Civil Engineering.
MSc. degree in Civil Engineering is considered as an asset.
Experience:
Minimum 8 years of post-university experience in infrastructure projects;
Minimum 4 years of experience in supervision of roads construction;
Acting as “Engineer of contract” (contract manager) for at least 2 road construction projects or 4 projects as site Engineer.
Language:
Fluency in English and Turkish. Knowledge of Greek is considered as an asset.
Other:
Valid registration/membership with the relevant professional association/organisation;
Competency in computer use;
Ability to travel.

Financial Proposal:
Financial proposal will specify the daily fee in EUR per working day and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable;
A day will be calculated as 8 hours worked;
A day will be prorated with hours worked;
Up to 15 days of work per month will be required; these working days should be arranged with the progress of the works and in consultation with the Programme Manager/Employer’s Representative;
Time-sheets will be kept for the time spent on sites; traveling to and from the sites will not be calculated or taken into account;
The Engineer will work in the UNDP-PFF office whenever requested by the supervisor.

Evaluation / Selection Process:
All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews) – 70 % of total evaluation– max. 70 points:
CV review: 30 points
Educational qualifications and certifications as defined in the ToR (15 points)
Experience as defined in the ToR (15 points)
Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 21 points) will be considered for desk review or invited for an interview.

Desk review / Interview: 40 points
Experience in supervision of road construction projects and experience of being the main supervising engineer of road construction projects (25 points)
Experience in international organizations (e.g. UN, UNDP, EC) (5 points)
Language: Fluency in English (10 points)
Only those individual consultants who obtained at least 70% of points from the desk review / interview (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria – 30 % of total evaluation – max. 30 points.
Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].
UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:
Monthly lump-sum payable upon submission of the monthly time-sheet and the collated reports of the weekly reports and certification by the UNDP.

Foundation grants scholarships (for study in Germany)

The Heinrich Böll Foundation grants scholarships to approximately 1,000 undergraduates, graduates, and PhD students of all subjects and nationalities per year, who are pursuing their degree at universities, universities of applied sciences (‘Fachhochschulen’), or universities of the arts (‘Kunsthochschulen”).

Scholarship recipients are expected to have excellent academic records, to be socially and politically engaged, and to have an active interest in the basic values of the foundation: ecology and sustainability, democracy and human rights, self determination and justice.

Traineeships at the Court of Auditors

The European Court of Auditors organises three traineeship sessions per year in areas of interest to its work.
Traineeships are granted for 3, 4 or 5 months maximum. They may be remunerated (1120 €/month) or non-remunerated depending on the budgetary appropriations available.

The 3 sessions are organised each year starting on:

– 1st February,
– 1st May,
– 1st September.

Eligible applicants must:
– be a national of one of the Member States of the European Union, except where a derogation has been granted by the appointing authority;
– hold a recognised university-level diploma giving access to the AD function group, as defined in the Staff Regulations of Officials of the European Union, or
– have completed at least four semesters of university study in an area of interest to the Court;
– wish to obtain practical training related to one of the Court of Auditors’ areas of activity;
– have not already benefited from a traineeship at any EU institution or body ;
– have a thorough knowledge of one official language of the European Union and a satisfactory knowledge of at least one other official European Union language.

Selected candidates selected mu provide a declaration that they have never been convicted or found guilty of any criminal offence as drawn up for the civil service by their national authorities and a medical certificate certifying that they are physically fit to perform their tasks.

Traineeship at the European Medicines Agency

The European Medicines Agency organises traineeships for university graduates.
The programme aims to give trainees an understanding of the Agency and its role within the activities of the European Union. It also enables them to acquire practical knowledge in one of the EMEA’s Units and to obtain professional experience in the course of their work.
The training period lasts for a maximum of twelve months (two consecutive six-month contracts).
There are two possible traineeship intakes per year, starting on 1 October and 1 April.

Training grant: The Agency pays a maintenance grant of 1350 GBP net per month and pays a travel allowance.

Who is eligible:
•The programme is addressed to university graduates (minimum Bachelor level).
•A good command of English and one or more other official Community languages is required.
•Successful candidates should have a background relating to the activities of the EMEA, i.e. pharmacy, medicine, life sciences, healthcare, chemistry or information technologies. Recently qualified lawyers with an interest in pharmaceutical regulatory affairs and recently qualified candidates with an interest in human resources / budget / accounts are welcomed as well.
•Trainees are selected from nationals of the Member States of the European Union or the European Economic Area – Iceland, Liechtenstein and Norway.

Call for tender: Governance of EU skills anticipation and matching systems: In-depth country reviews

Cedefop has launched a call for tender with the reference: “Governance of EU skills anticipation and matching systems: in-depth country reviews”.

The estimated total budget is 1,000,000 €.

The purpose of this contract is to support Cedefop in carrying out in-depth reviews of the governance process of skills anticipation and matching activities within a selected group of EU+ countries (i.e. EU28, Norway and Iceland). The contractor will work together with Cedefop to develop and apply an iterative and evolutionary methodology, involving an analytical framework for reviewing skills governance infrastructure and processes within a country, raw and secondary data collection and analysis. The aim of the contract is to inform Cedefop’s know-how of country-specific challenges, bottlenecks and policy solutions that can strengthen the skills matching and anticipation processes within EU+ countries.

If requested by individual EU+ countries, the contractor will also assist Cedefop in undertaking supportive country reviews in collaboration with national authorities. The aim of such formal reviews in a country is the identification of specific challenges and provision of informed policy directions to national stakeholders that may enable their commitment to actions that can further strengthen their skills governance processes.
