Call for tender: Governance of EU skills anticipation and matching systems: In-depth country reviews

Cedefop has launched a call for tender with the reference: “Governance of EU skills anticipation and matching systems: in-depth country reviews”.

The estimated total budget is 1,000,000 €.

The purpose of this contract is to support Cedefop in carrying out in-depth reviews of the governance process of skills anticipation and matching activities within a selected group of EU+ countries (i.e. EU28, Norway and Iceland). The contractor will work together with Cedefop to develop and apply an iterative and evolutionary methodology, involving an analytical framework for reviewing skills governance infrastructure and processes within a country, raw and secondary data collection and analysis. The aim of the contract is to inform Cedefop’s know-how of country-specific challenges, bottlenecks and policy solutions that can strengthen the skills matching and anticipation processes within EU+ countries.

If requested by individual EU+ countries, the contractor will also assist Cedefop in undertaking supportive country reviews in collaboration with national authorities. The aim of such formal reviews in a country is the identification of specific challenges and provision of informed policy directions to national stakeholders that may enable their commitment to actions that can further strengthen their skills governance processes.

Photo competition: My City

Every year, the European Environment Agency (EEA) organises a photographic competition to engage with European citizens with different environmental issues. This year’s competition focuses on cities. About 75% of Europeans live in cities, making it no surprise that they have become key hubs for culture, education and health services as well as engines of Europe’s economy. However, cities depend heavily on the resources of other regions to meet their demand for energy, water, food and the disposal of waste. The “My City” competition invites people from across Europe to share what their urban environment means for them. Participants can choose to depict a European city of their choice to tell a positive or negative story through their photos. Participants can focus on one of the following three categories: 1) Sustainable lifestyle in a city; 2) Getting around in a city; or 3) Leisure time in a city. Competition winners will receive a cash prize. All entries may be promoted by the EEA and its partners across Europe. Entrants may submit their photos until 15 August.

EP GRANTS FOR MEDIA AND EVENTS

DG COMM has published its new multi-annual grants programme 2016-2019 in the area of communication at http://www.europarl.europa.eu/contracts-and-grants/en/20150201PVL00100/Grants

This multi-annual work programme for grants will be implemented through the publication of calls for proposals on the European Parliament’s website.

In the media category, grants will be awarded in two steps. Applicants must apply first for partnership in accordance with the call for proposals for partnership COMM/FPA/2016 (submission deadline: 31 May). Only selected partners will be eligible for the award of a grant under call for proposals for the cofinancing of specific projects in the media category COMM/SUBV/2016/M (submission deadline: 31 August).

In the events category, grants will be awarded directly without partnership. All interested organisations may submit a grant application in accordance with the call for proposals for the cofinancing of specific projects in the events category COMM/SUBV/2016/E (submission deadline: 31 may).

Video competition on multilingualism in Cyprus gives young people the opportunity to visit Brussels this December!

The Directorate-General for Translation of the European Commission and the Representation of the European Commission in Cyprus are running a short video competition called ‘Cyprus Speaks’ on multilingualism in Cyprus.
Video entries, which can be shot on mobile phones or cameras, can creatively capture the everyday multilingual and multicultural reality of Cyprus. A simple walk in the town centre, by the sea, or to a coffee shop reveals the true culture of Cyprus, which is multicultural and diverse and can be a great source of inspiration for making a short video.
Winners will take part in a 4-day visit to Belgium under the auspices of the EC, with transportation and accommodation paid for!
The competition is open to all European citizens aged 18-35 living in Cyprus.

Background
The competition is being held on the occasion of the European Day of Languages. Its aim is to raise awareness of the wide variety of languages in Europe, promote cultural and linguistic diversity and encourage people of all ages to learn languages.

Calls for Expression of Interest launched by EC DG REGIO concerning a pilot project on Integrity Pacts.

Integrity Pacts represent a civil control mechanism/tool to help governments, businesses and civil society fight corruption in public procurement.

The two calls aim at selecting public authorities to pilot (call n° 1) and civil society organisations to monitor (call n° 2) Integrity Pacts in a number of projects financed by the Structural and Cohesion Funds in the 2014-2020 programming period. Although the call has been launched and will be funded by REGIO, we got confirmation that interest from ESF managing and contracting authorities would be welcome.

We therefore invite you to inform through your communication tools so we can maximise the interest to participate in this call with regard to ESF funded projects by filling in the application form under call for expression of interest n° 1.

The form should be filled in and returned to DG REGIO by 25 June 2015.

In order to disseminate this information to targeted national authorities, please take into account that the ESF funded projects that could most benefit from this pilot project would be those with (some of) the following characteristics:

•             High general public interest and visibility of the project

•             High (political) sensitivity of the project

•             Complexity of the project  OR New type project / new sector for the Contracting Authority therefore no experience with such projects

•             Challenging tender evaluation

•             Financial size of the project

•             To improve public trust in the contracting authority / To achieve credibility and legitimacy in the public eyes of procurement for this project

•             To improve overall organisation of the work  and / or administrative capacity & knowledge  on project implementation within the Contacting Authority

•             To help improve / facilitate the communication with contractor and sub-contractors / To increase trust among contactor & contracting authority & general public

•             To reduce possible implementation delays and facilitate smooth implementation of the project & Possible savings to the budget

•             Preventive approach (real-time controls vs. ex-post controls) for reducing the number of irregularities in project implementation / To prevent possible corruption or misuse of the funding

Helping young people

Your first EURES Job is a “targeted mobility scheme”. These schemes aim to:

  • fill vacancies in a certain sector, occupation, country or group of countries, or
  • support particular groups of workers with a propensity to be mobile, such as young people.

How does it work?

  • Your first EURES Job aims to provide placements such as jobs, traineeships and apprenticeships for candidates up to 35 years old.
  • It covers the EU28 plus Norway and Iceland.
  • Activities are implemented by consortia driven by EURES services, involving at least seven countries.
