COVID-19: Commission provides guidance on EU passenger rights

In our efforts to mitigate the economic impacts of the COVID-19 pandemic, the Commission has today published guidelines to ensure EU passenger rights are applied in a coherent manner across the EU.
National governments have introduced different measures, including travel restrictions and border controls. The purpose of these guidelines is to reassure passengers that their rights are protected.
Commissioner for Transport Adina Vălean said: “In light of the mass cancellations and delays passengers and transport operators face due to the COVID-19 pandemic, the Commission wants to provide legal certainty on how to apply EU passenger rights. In case of cancellations the transport provider must reimburse or re-route the passengers. If passengers themselves decide to cancel their journeys, reimbursement of the ticket depends on its type, and companies may offer vouchers for subsequent use. Today’s guidelines will provide much-needed legal certainty on how to apply EU passenger rights in a coordinated manner across our Union. We continue to monitor the rapidly evolving situation, and, if need be, further steps will be taken.”
This guidance will help passengers, the industry and national authorities in this unprecedented situation, with important passenger travel restrictions imposed by national governments and knock-on effects on transport services across the EU. By introducing clarity, the guidelines are also expected to help reduce costs for the transport sector, which is heavily affected by the outbreak. The guidelines cover the rights of passengers when travelling by air, rail, ship or bus/coach, maritime and inland waterways, as well as the corresponding obligations for carriers.
If passengers face the cancellation of their journey, for example, they can choose between reimbursement of the ticket price or re-routing to reach their final destination at a later stage. At the same time, the guidelines clarify that the current circumstances are “extraordinary”, with the consequence that certain rights – such as compensation in case of flight cancellation less than two weeks from departure date – may not be invoked.
Background
The EU is the only area in the world where citizens are protected by a full set of passenger rights – whether they travel by air, rail, ship, bus or coach. Carriers have to offer reimbursement (refund of tickets) or re-routing to passengers whose service has been cancelled. Carriers must also offer care in terms of meals and accommodation. In respect of compensation, the rules differ between transport modes.

European Solidarity Corps: new opportunities in 2020 for young people to engage

Today, the European Commission published its 2020 call for proposals under the European Solidarity Corps. An expected budget of €117 million will be available to support solidarity activities, opening up new opportunities for young people to support others in a wide range of areas. Tibor Navracsics, Commissioner for Education, Culture, Youth and Sport, said: “In just three years, more than 175,000 young people have registered in the European Solidarity Corps database, sending a clear message that they are ready to support individuals and communities in need. More than 30,000 young people have already been active in projects on the ground. This shows that the younger generation is committed to help us build a more cohesive, caring society. With the call for 2020 we have launched today, the EU is supporting the organisations that enable young people who have registered to engage where it is needed, while gaining invaluable experiences.” Actions eligible for funding are volunteering projects, volunteering partnerships, volunteering teams in high priority areas, traineeships, jobs and solidarity projects. Public and private bodies established in participating countries, which have received the relevant quality label, may apply for funding to run projects. In addition, groups of young people registered in the European Solidarity Corps Portal may apply to receive financial support to implement their own projects in their local community. Deadlines for submission of projects fall between 5 February and 1 October 2020, depending on the type of action.

DiscoverEU: 20,000 travel passes available for 18-year-olds to explore Europe next summer

Today, the Commission is launching a new application round for DiscoverEU travel passes, which allows participants to travel across Europe, learn about its cultural heritage, whilst developing their own knowledge and skills. All 18-year-olds in the European Union have until 28 November 2019 (12.00 CET) to apply for the opportunity to discover Europe between 1 April and 31 October 2020. So far, the Commission has awarded 50,000 travel passes through three application rounds for which 275,000 young people applied. The new round will allow another 20,000 young people to be part of DiscoverEU.
Commissioner Tibor Navracsics, responsible for Education, Culture, Youth and Sport, said: “Over one and a half years, DiscoverEU has been creating new opportunities for Europe’s young people to discover their continent. I am very pleased to see how enthusiastically they have responded, forming a true community with their fellow travellers and others. I invite young people from every region in Europe to apply for this new chance to experience the freedom to move across our Union, to develop important skills, to discover our rich cultural heritage and to make new friends.”
Interested DiscoverEU participants can also take part in a number of organised meet-ups and events during their trips and receive a travel journal to write down their experiences. Every year, DiscoverEU activities are organised around a dedicated theme related to the European Union’s priorities. The theme for 2019 is “learning about Europe”. The theme for 2020 will be “Sustainable Green Europe”.
Who can apply and how?
Applicants must be 18 years old on 31 December 2019, EU citizens and be prepared to travel between 1 April 2020 and 31 October 2020 for a maximum period of 30 days. Those interested in taking part can apply via the European Youth Portal until 28 November 2019. An evaluation committee will assess the applications and select the winners. Applicants will be notified of the selection results in January 2020, based on a quiz on general knowledge about the European Union.
Successful applicants will be able to travel individually or in a group of up to five people. As a general rule, they will travel by rail. However, to ensure wide access across the continent, participants can also use alternative modes of transport, such as buses or ferries or, exceptionally, planes. This will ensure that young people living in remote areas or on islands will also have a chance to take part.
Following the new round launched today, the Commission is planning to launch a further application round in the first half of 2020.
Background
The Commission launched DiscoverEU in June 2018 following a proposal from the European Parliament for a Preparatory Action with an initial budget of €12 million; the budget for 2019 is €16 million and the expected budget for 2020 is €25 million. DiscoverEU brings together thousands of young people building a community across Europe. Participants who had never met before linked up on social media, exchanged tips or offered local insights, formed groups to travel from city to city or stayed at each other’s places.
