Call for tenders for translation services regarding texts in the financial and banking field

The Translation Centre for the Bodies of the European Union, hereinafter referred to as the Translation Centre, is launching 1 call for tenders for the conclusion of multiple framework contracts for translation services regarding texts in the financial and banking field relating to the work of the various bodies and institutions of the European Union for which the Translation Centre provides translation services.
The texts for translation are from English into Bulgarian, Czech, Danish, German, Greek, Spanish, Estonian, Finnish, French, Irish, Croatian, Hungarian, Italian, Lithuanian, Latvian, Maltese, Dutch, Polish, Portuguese, Romanian, Slovak, Slovenian and Swedish.
The notice of call for tenders has been published in the Official Journal of the European Union, supplement S 1 dated 03/01/2018, Ref.:2018/S 001/000002 (this text is the authentic version). CALL FOR APPLICATIONS FOR THE SELECTION OF MEMBERS OF THE HIGH-LEVEL EXPERT GROUP ON FAKE NEWS

The Commission is setting up a High Level Group (HLG) to advise on policy initiatives to counter fake news and the spread of disinformation online.
The phenomenon of fake news is more pervasive and impactful today than ever before because of the ease at which news can be posted and shared by anyone on social media, the speed at which such news may spread, and the global reach they might effortlessly attain.
Tackling fake news requires a comprehensive approach that addresses the problems journalism faces in the current news media landscape, as well as the role and responsibilities of social media users in spreading misinformation online. It also requires balancing fundamental principles such as freedom of expression, media pluralism, and the right of citizens to diverse and reliable information.
To address this problem, the Commission is calling for applications with a view to selecting members of a high-level group of experts (HLG) to advise on policy initiatives to counter disinformation spread online.
The HLG’s tasks shall be to advise the Commission on all issues arising in the context of fake information spread across traditional and social media and how to cope with its social and political consequences. More specifically the HLG shall:
Analyse in-depth the current situation and legal framework, as well as  the potential political and social risks associated with the spread of disinformation online;
Define the scope of the problem and canvass legislative or non-legislative interventions to limit the dissemination of fake content; in doing so, a distinction should be drawn between false information amounting to illegal content under EU or national laws e.g. incitement to hatred, violence or terrorism, defamation, etc., and false information falling outside the scope of such laws, and therefore not illegal;
Define roles and responsibilities of all relevant stakeholders with attention to the functioning of social networks and other online platforms, and the vulnerabilities of professional news media;
Assess the effectivenes of the voluntary measures put in place so far by online platforms and news media organisations to counter fake news;
Assess possible improvements to such existing voluntary measures,
Sketch out the direction for developing quality journalism (data journalism, investigative journalism, etc.) and improving media literacy as complementary actions to promote trust in media and users’ awarenes;
Identify guiding principles for possible self-regulation based on shared good practices and coordination of relevant policies and activities at EU and national levels.
The high-level group is to hold its inagural meeting in January 2018.

WORK POSITION

The Centre for Sustainable Peace and Democratic Development (SeeD) in Nicosia, is currently receiving applications for the position of Administrative Assistant.
The Administrative Assistant will work closely with the Administration and Finance Officer to provide support to the work of SeeD in the context of finance, accounting, administration, procurement and human resources. The responsibilities include the following:
Finance and Accounting:
• Support the Chief Financial Officer to prepare journal entries to record all income and expenditure in QuickBooks and file supporting documentation on a regular basis. • Assist other SeeD colleagues in preparing expense reports and other financial docs as needed. • Ensure that all expenses are coded to the correct budget line before they are sent to the Chief Financial Officer. • In coordination with the Chief Operating Officer, review status of relevant expenditures and compare with approved budget. • Support the Chief Financial Officer and Chief Operating Officer to produce all required donor financial or narrative reports, by collecting relevant information from the research team. • Contribute to the preparation of project related documents, such as cash transfer requests, milestone payment requests, etc. • Manage a petty cash fund as needed for the office. Project Administration, Procurement and Human Resources:
• Collect quotations and bids for approved purchase requests and ensure all required documentation is in place, with the supervision of the Chief Financial Officer. • Handle payments through deposits at bank accounts in Cyprus and through transfers to bank accounts outside of Cyprus • With support from the Chief Operating Officer, and the supervision of the Chief Financial Officer manage personnel and human resources related tasks • Assist the Chief Operational Officer in facilitating the smooth flowing of routine, administrative work with due care for all applicable rules and regulations. • Ensure proper filing of all financial, administrative, procurement and human resources documents.
• Coordinate the provision of logistical support to the research team, including work group meetings, public facilitations, travel abroad, etc. • Assist the research team by ensuring needed supplies are purchased for conferences, events, etc • Other administrative duties as assigned. The contract for this position will be for consultancy services. The duration of the contract will be from 15th June 2017 to 31st October 2017, subject to renewal. The time-effort of the position will be full-time, with fees of 1,000 EUR per month. The duty station of the Administrative Assistant will be Nicosia, Cyprus.
Essential Qualifications
• Degree in Business, Accounting, Secretariat Studies, Social Sciences, Humanities, or other relevant field. • Minimum 2 years experience with office and finance administration • Excellent writing and communication skills in English and in either Turkish or Greek. • Good knowledge of common software programs (Excel, Word, PowerPoint, Adobe Acrobat etc.). • Strong commitment to peace, sustainable development and the principles of SeeD. • Strong communication, organization and prioritization skills. • Strong sense of attention to detail, responsibility and thoroughness. The following additional qualifications can be considered an advantage
• Trilingual language skills: Greek, Turkish and English. • Experience working with Inter-communal NGOs in Cyprus. • Knowledge of accounting software (QuickBooks preferably).
