Advisor in the project “Export Promotion in Greece”
Field of Activity
On behalf of the German Federal Ministry for Economic Affairs and Energy (BMWi) and the European Commission (represented by the Structural Refom Support Service), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project “Technical Assistance of the Greek Export Promotion Action Plan”.
Increasing exports remain a great potential for the economic development of Greece. To strengthen and diversify Greece’s exports, the Greek authorities adopted an “Action Plan for the Promotion of Exports in Greece” in March 2016 which consists of three fields of intervention: (A) Enhancing knowledge and information through an information system, the upgrading of help-desk services and a framework for training programmes; (B) Strengthening structures and operation of Economic Diplomacy through the preparation of business guides and the upgrading of Economic and Commercial Affairs (ECA) Bureaux and (C) Building an effective management system (inter-ministerial coordination/ cooperation).
The project will be carried out between February 2017 and January 2018 and provides technical assistance (TA) to implement part A of the Greek export promotion Action Plan. The overall objective of the project is to improve the public services for (potential) Greek exporters and thereby to contribute to the increase of Greek exports and the sustainable growth of the Greek economy.
The specific objectives of the project are:
• Export relevant information is provided more effective and efficient. It is based on reliable data and a clear division of labour between all involved public parties. • Export relevant support services by public authorities are more coordinated and targeted on company’s needs. • Public export promotional activities, training and consultation programmes for Greek exporting companies are designed and implemented more effectively and reviewed systematically.
Your Tasks
The Advisor will support the Project Manager in all areas of the project implementation. The assignment also includes a close collaboration with Greek public authorities. Overall, tasks include: • establishing and implementing the plan of operation with involved stakeholders of the project • Monitoring and adaptation of the operational plan according to developments and needs as well as quality assurance • Coordination and support of the project activities and with the project beneficiaries on a day-to-day basis • Provision of technical assistance on trade and export promotion and capacity development according to stakeholders needs • Aligning with political institutions and other partner organizations, especially at the national level in Greece • Identifying technical resources as needed for the implementation of the project (selection of consulting companies, recruitment of short-term experts, support and supervision of their work etc.)
• Participation in and promotion of publicity activities (including information sheets, brochures, PR-material etc.) • Contribution to reports (e.g. progress/final reports) and meetings
Your Profile
• Master’s degree or higher degree in economics or related fields • At least 5 years of professional experience in the areas of trade and export promotion • Ideally international experience in providing policy advice (especially with respect to policy planning, monitoring, and formulation) to government bodies (preferably also in EU member countries) • Work experience with the Greek public sector in the area of trade and export promotion is desirable. • Sound knowledge of and experience in the Greek economy, export sector as well as national and international stakeholders in the area of export promotion • Knowledge of the latest developments and good practices in trade and export promotion as well as instruments and policies in these areas in other countries • Proven ability in complex data analysis, strong analytical skills and ability to produce high quality reports and analysis • Advanced skills in MS Office and data processing software and other data management and analysis software are highly preferred • Excellent command of the Greek and English language
